By-Laws of the Kentucky Water Ski Federation

ARTICLE I - PURPOSE AND NAME

Section I: The name of this organization shall be the Kentucky Water Ski Federation.

Section 2: The purpose of the Kentucky Water Ski Federation is to promote the sport of the water skiing in the State of Kentucky, to direct the activities of the State Representatives to the American Water Ski Association, to sponsor a Kentucky State Championship Tournament each year, and to maintain the Kentucky Water Ski Federation records.
ARTICLE II - MEMBERSHIP

Section I: Membership in the Kentucky Water Ski Federation shall be open to all residents of Kentucky who are also members of the AWSA.

Section 2: Application for membership shall be presented to the Federation secretary in the appropriate manner as designated by the Board of Directors. Applicants will become members upon payment of the appropriate fee as designated by the Board of Directors. Nonpayment of prescribed dues will automatically terminate membership.

Section 3: Family membership shall be limited to 2 votes. NO family member under 18 years of age shall be allowed to vote. (If a family member has a single membership and is 18 years or older, then he/she may vote.)

ARTICLE III - MANAGEMENT

Section I: The management of the Kentucky Water Ski Federation shall be vested in the Board of Directors.
ARTICLE IV - BOARD OF DIRECTORS

Section I: The Board of Directors shall consist of: The President, Vice-President, Secretary, Treasurer, (all from the KY W.S.F.), the three Southern Region Councilmen (from the state of KY), and one representative of each AWSA affiliated club in the state not already represented above. The three Southern Region Councilmen shall not be KY Federation officers. Any Kentucky Water Ski Federation member at least 18 years of age and in good standing is eligible to run for office.

Section 2: The officers shall be elected by the voting members at the annual meeting.

ARTICLE IV - BOARD OF DIRECTORS (CONTINUED)

Section 3: All members of the Board of Directors shall hold office for one year or until the successors are duly elected and qualified. Councilmen shall be elected for three-year terms with one seat being elected each year. A majority of the members of the board shall constitute a quorum at any meeting of the Board of Directors.

Section 4: The Board of Directors may employ whatever personnel they deem necessary and for which funds are available, to aid in the management of the Federation.

Section 5: Meetings of the Board of Directors may be called by the President or by a majority of the Board of Directors, notice of which shall be given to the members of the Board in sufficient time for them to be present.

Section 6: Should any officer become unable to serve, the remaining members of the Board of Directors shall elect a successor to fill this vacancy for the remainder of the term, with the exception the remaining councilmen will elect a successor for the vacated council seat until the next meeting of the general membership. If any member of our state council should miss two (2) Southern Regional meetings, his/her term as state councilman will be terminated. At that time the members of the Board of Directors will elect a new councilman to finish the term of the vacated seat, in accordance with the Southern Region By-Laws.

ARTICLE V - DUTIES OF THE OFFICERS

Section I: The President shall preside at all meetings of the membership and the Board of Directors.

Section 2: The Vice-President shall preside at all meetings of the membership and the Board of Directors and may perform other such duties of the President in his absence. The Vice-President shall be in charge of general membership, recruiting new members, and keeping records of present member's addresses and telephone numbers.

Section 3: The Secretary shall keep all minutes of membership and Board meetings. The secretary shall also keep a record of all members in good standing with the Federation, and all records of the Kentucky Water Ski Federation.

Section 4: The Treasurer shall keep all records of funds and accounts of the Federation. An annual audit shall be submitted to the membership at the Annual meeting.

ARTICLE V - DUTIES OF THE OFFICERS (CONTINUED)

Section 5: The three councilmen shall coordinate tournaments and other organized skiing activities in the State of Kentucky in accordance with the Southern Region By-Laws; serve on the Kentucky Federation Board of Directors. They shall be responsible for attending the Southern Regional Water Ski meetings as voting representatives for the state of Kentucky. The three state councilmen and the state President shall be paid (amount to be approved by the Board of Directors) to attend the Southern Regional Board meetings (two meetings per year).

ARTICLE VI - FISCAL YEAR

Section I: The fiscal year of the Federation shall run from January 1 to December 31 of the same year (as according to the AWSA fiscal year).

ARTICLE VII - DUES
Section I: Dues for membership shall be set by the Board of Directors.
Section 2: Dues shall be collected at each club hosting sanction tournaments in Kentucky. KY State Federation cards shall be issued at the State Federation winter meeting or any sanctioned tournament site in Kentucky. Each sponsoring club shall be responsible for issuing cards and completing forms. The names and addresses of KY Federation members shall be sent to the KY Federation president. Dues shall be sent to the KY Federation state treasurer. If any skier skis in a KY sanctioned tournament and the skier does NOT possess a State Federation card in any state, then he/she must join the KY Federation (residing in or out of the state of Kentucky).
Section 3: All persons otherwise qualified for membership in the Federation who do not ski in the KY State Championships or other sanction tournaments, may apply for membership and pay the dues as set forth by the Board of Directors.

ARTICLE VIII - STATE TOURNAMENT
Section I: The Kentucky State Championship Tournament shall be held on a weekend and at a site selected by the Board of Directors.
Section 2: All officials of the State Tournament shall be selected by the sponsoring club. During the State Tournament, no two members of an officiating crew for any given event may be from the same club, if practical and achievable.
Section 3: All AWSA KY members skiing in the State Tournament shall show proof of residency by the following:
1. AWSA card showing a Kentucky address.
2. If the card show another state, then he must show proof of residency by
another identification.
3. If he cannot show proof of residency, then he will not be permitted to
ski in the State Tournament.

ARTICLE IX - AMENDMENTS AND PROCEDURES

Section I: These By-Laws may be amended only at the annual meeting of the general membership by a two-thirds vote of the membership in attendance. The winter meeting shall be known as the annual meeting.

Section 2: The rules contained in the current edition of Robert Rules of Order shall govern the Kentucky Water Ski Federation in all cases to which they are applicable, and in which they are not inconsistent with these By-Laws and any rules of the order from the Southern Region and AWSA.
